The lowest quote and the best portfolio are both misleading filters. Here is what actually predicts whether a Shopify agency will deliver.

Price is the wrong first filter

It's tempting to shortlist Shopify agencies by comparing quotes side by side, since it's the easiest number to compare. But price alone tells you almost nothing about what's actually being delivered for it — one quote might include full discovery, QA, and post-launch support, while a cheaper one covers only build hours with everything else billed separately later.

A more useful first filter is capability match: does this agency actually do the specific things your project needs, and can they show recent, comparable work doing it. Price becomes a meaningful comparison only once you're comparing quotes for genuinely equivalent scope.

A capable Shopify partner should be able to speak concretely, not just conceptually, to each of these:

  • Design capability — can they show original design work, not just theme customization
  • Development depth — custom theme work, not only configuring existing themes
  • App and API integration experience — connecting Shopify to systems outside its native ecosystem
  • Shopify Plus experience, if relevant to your current or near-term scale
  • UX/UI process — how they approach usability, not just visual design
  • SEO and CRO awareness — whether performance and conversion are part of how they build, not an afterthought

  • QA and testing process — what gets tested before launch, and by whom

Questions to Ask a Shopify Development Agency Before Hiring

These questions tend to surface the difference between a strong process and a strong pitch:

  • How many Shopify stores have you built, and how many were on Shopify Plus?
  • Who specifically will work on my project, day to day?
  • What's your approach to site speed and Core Web Vitals?
  • Can I speak with two references, including one from the last six months?
  • What does your QA process check before launch?
  • What's included in the quote, and what would trigger an additional cost?
  • What happens if something breaks after launch — is that covered, and for how long?

Ask how the team handles third-party app conflicts and long-term code maintainability specifically — vague answers here usually predict a difficult project.

Process maturity predicts outcomes better than portfolio visuals

A polished portfolio proves an agency can design a good-looking store. It doesn't prove they can run a project well — defined discovery, technical scoping, staged reviews, QA checklists, and post-launch monitoring are what actually determine whether a project stays on budget and on timeline.

This is worth asking about directly: not "what have you built" but "walk me through how a project with you actually runs, week by week." The answer tells you more than any case study will.
